RAPT: A barred owl perches today in the limbs of an evergreen, 40 feet above the alley near 44th and P streets, Foxhall Village. The bird’s distinctive call can sometimes be heard around the village, particularly at night. But the owls are difficult to spot, blending into the woods around the Palisades.
