ANC 3D Weighs “Gray-Grosso Bill” To Control PTA Spending

A draft resolution from ANC 3D takes a dim view of legislation introduced by Councilmembers Vincent Gray and David Grosso that would impose controls on PTA spending on public schools.

The draft resolution, which includes a lengthy analysis, appears on the ANC’s agenda for tonight’s meeting at 7 at Wesley Theological Seminary, 4500 Mass. Ave., Kresge Building, Room KG-01.

“We thank you for your service to the city and your desire to improve educational outcomes for students across the entire District,” states the draft. “The proposed legislation–the “District of Columbia Public Schools Family and School Community Fundraising Act of 2019” –is not the way to do it. We implore you to promptly dispose of it.”

According to a statement posted on DavidGrosso.org, the bill, introduced Dec. 3, 2019, is designed to “establish parameters for fundraising by family or school community organizations, including reporting requirements, limitations on soliciting funds, limitations on allocating funds, and guidelines for redistributing funds.” Grosso is chairperson of the Council’s education committee.

The agenda also includes discussion of the Marine Corps Marathon for 2020, a Draft Report of the Special Committee regarding Dalecarlia Parkway, election of officers for 2020, a contribution to the security fund ($25) and the treasurer’s report.
