
STATURE: A cold wind blows across the National Mall on the morning of Jan. 11, 2019, but it does not deter a smattering of hardy visitors to the Lincoln Memorial. With the federal government on ice, there were no National Park Service rangers walking the grounds and volunteers were picking up trash. Among them was David Spivey, 72, who was tidying around the Vietnam Veterans Memorial, with the temperature in the low 30s. Spivey, who served in the Army in Vietnam from December 1969 to December 1970 and whose job involved reporting to commanders about casualties, said he now works for the American Legion. “My organization asked for volunteers,” he said. “I signed up for this monument.
